Institutions and incentives in Russian subnational governance: the survey of local administrators

We survey local public servants in one of the Russian regions. The goal of the study is to understand how local administration is organized, and which informal rules and beliefs influence the behavior of the public servants. We are most interested to find what makes public servants more innovative and encourages them to take initiative.
